Line up the kill on Lowrey through his hotel window.
Tip Sniper Boy is the one concrete Gold requirement here. Taking the kill with a rifle instead of a sticky bomb on his car is what locks it in.

Leave the area before security or police connect Franklin to the hit.

Watch out for
- A sticky bomb on Lowrey's car also finishes the job, but it costs Sniper Boy. The rifle shot is the only way to keep the medal.
- This is the only one of Lester's five assassination contracts that's forced into the story here. The other four stay optional and can wait as long as you want.
